New Top Cop Planned for Upper East Side’s NYPD Precinct: Report

A new commanding officer is set to lead the Upper East Side's 19th Precinct, replacing Inspector Neil Zuber in an NYPD shakeup.

The Upper East Side’s 19th Precinct is getting new leadership as part of a broader NYPD command shuffle, with a new commanding officer from across the park taking over from Inspector Neil Zuber, according to a new report.

Why It Matters: The 19th Precinct covers the Upper East Side from East 59th to 96th Streets, including the Madison Avenue retail corridor and upscale residential neighborhoods of Yorkville, Lenox Hill, and Carnegie Hill.

Driving the News: Deputy Inspector Noreen Lazarus comes to the Upper East Side after commanding the Upper West Side’s 24th Precinct for nearly two years, Our Town reports.

Zoom Out: She’s replacing Zuber, who has headed the 19th Precinct for nearly two years and is being promoted to special projects head of the Strategic Response Group, a five-borough operation that coordinates coverage on parades and demonstrations across the city, the newspaper adds.

Catch Up Quick: Before Zuber, the 19th Precinct was headed by Inspector William Gallagher, a rare police officer who is also a lawyer. It was Gallagher’s second stint on the Upper East Side before being moved to One Police Plaza to take over the NYPD’s legal bureau.

What’s Next: The 19th precinct’s number two executive, Captain Julieann Stapleton, will also be moving on to get her own command at the 44th Precinct in the southwest Bronx, including Yankee Stadium, the Bronx Terminal Market, and the Grand Concourse, notes Our Town.
